Network Rail seeks architect for redevelopment of Oxford station and surroundings

Network Rail is seeking an architectural practice to deliver a comprehensive mixed-use masterplan for Oxford train station and its surroundings. The redevelopment would include new public realm, multi-storey car park, cycle hubs, offices, life sciences, hotels and homes.

Commissioned by Network Rail, the lead architect will deliver the masterplan and a detailed planning application for Phase 1 in support of Oxford’s regeneration aspirations. This involves collaborating with Oxford City Council, Oxfordshire County Council, Network Rail, other train operators and key stakeholders to produce the Stage 2+ RIBA Design report and all planning applications for Phase 1.

Network Rail is upgrading and expanding the railway infrastructure of Oxford station to support more East-West rail services. Network Rail has claimed the infrastructure in the area is near full capacity.

Atkins, supported by PRD and Faithful+Gould, recently worked on a concept masterplan for the expansion of Oxford train station, with other architects including AHR, Wilkinson Eyre and Allies & Morrison having worked on concept designs in the past.

The contract may be extended at Network Rail’s sole discretion to include services for Phase 2 for an additional 12 months of services, but Phase 2 services are entirely optional and may not be instructed.

This new vision for Oxford as a hub should consider integration with wider transport, heritage priorities and the environment to target high levels of certification and ESG.

In the PSQ, submissions will be evaluated with a weighting of 70% on technical scoring and 30% on commercial.
