Carbon is central, but it is not the whole story. Homes must also be comfortable, maintainable, resilient and connected to everyday life, writes Harshul Singhal
A home can be low-carbon on paper and still fail as a place to live.
That is the risk in parts of the net-zero housing debate. Energy targets, heat pumps, fabric upgrades, renewables and carbon assessments are all necessary, but they do not fully answer the question that matters most to residents: Will this home be comfortable, healthy, affordable to run, simple to use and maintainable over time?
The UK has a legally binding target to reach net zero by 2050, but housing decarbonisation is not simply an emissions problem. It is also a question of long-term quality: Whether homes and neighbourhoods remain fit for purpose as climate, energy costs, maintenance needs and resident expectations change.
The wider housing debate has already recognised this quality gap. The Place Alliance’s national housing design audit found that three quarters of audited new housing developments in England were rated mediocre or poor. Net-zero housing should be held to a higher standard: not only lower emissions, but better places.
The question is what kind of homes and neighbourhoods we are creating in the process.
Low-energy design is essential. Better insulation, airtightness, thermal-bridge control, low-carbon heating, efficient services and renewable generation all have a role in credible housing decarbonisation. Standards such as Passivhaus and EnerPHit have been valuable because they make performance more explicit and less dependent on vague sustainability claims.
But even strong energy standards cannot carry the whole burden of place quality. A building can perform well on heat demand and still raise questions about embodied carbon, maintenance, overheating, ventilation, resident usability and long-term adaptability.
Evidence from UK Passivhaus and EnerPHit housing points to a simple but often neglected conclusion: operational energy, whole-life carbon, comfort, indoor air quality and delivery governance are connected. They are not separate boxes to be passed from one consultant to another.
Development thinking therefore needs to mature. The test is whether homes remain good places to live over decades.
The weakest part of many housing performance conversations is what happens after handover
The built environment sector often separates technical performance from lived experience. Energy, comfort, air quality, maintenance and resident satisfaction are frequently handled as different workstreams, often at different stages of a project.
Residents do not experience buildings that way. They experience the home as one joined-up environment: warmth, air quality, safety, noise, controls, bills, maintenance and the ability to live ordinary life without fighting the building.
These are place-quality questions. They are also net-zero questions.
Overheating is a good example. The Climate Change Committee commissioned Arup to assess overheating risk in existing UK homes, making clear that summer resilience is a housing-stock issue. A well-insulated home that becomes uncomfortable in summer may later depend on active cooling, affecting energy demand, affordability and health.
Place quality also extends beyond the front door. A home that is energy efficient but isolated from green space, poorly connected to local services, difficult to maintain or unsupported by long-term estate management will not build confidence in low-carbon development. Net-zero housing is therefore also a stewardship challenge: how homes, public realm, maintenance systems and resident trust are held together over time.
A place-quality approach asks a broader set of questions. What is retained? What is improved? Who benefits?
Whole-life carbon assessment changes how developers and housing providers should think about value. It asks whether design decisions make sense across construction, operation, maintenance, replacement and end of life.
A scheme can reduce operational energy while still making poor long-term carbon decisions through demolition, high-impact materials, short-life components or weak maintenance planning. UKGBC’s 2025 Whole Life Carbon Roadmap Progress Report warns that embodied carbon remains a major blind spot, reinforcing the need to consider carbon before design and procurement choices are fixed.
Research into certified UK low-energy homes has also shown that operational energy ranking and whole-life carbon ranking do not necessarily align. Material specification, fuel configuration, on-site generation, replacement cycles and retained structure can all shift the outcome.
For new-build, this means making the carbon cost of structure, facade, services and replacements visible early. For retrofit, it means treating existing buildings as carbon and social assets wherever retention is viable.
A place-quality approach asks a broader set of questions. What is retained? What is improved? Who benefits? Who carries the maintenance risk? Will the home still perform in 10, 20 or 30 years?
The weakest part of many housing performance conversations is what happens after handover. Development culture is still too focused on completion: planning consent, practical completion, certification, sales, occupation. But low-carbon housing needs stewardship.
That means commissioning that is taken seriously, plain-language handover, accessible ventilation filters, heat pumps and hot water systems set up properly, and summer comfort considered before residents start reporting problems. It also means using post-occupancy feedback to improve the next project rather than treating defects as isolated complaints.
The Quality of Life Foundation’s review of post-occupancy evaluation for housing, commissioned by DLUHC, asked why POE is not more widely used and how it can better capture resident experience. The GLA’s work for the Affordable Homes Programme similarly points towards feedback from occupied homes as a way to learn whether buildings perform as intended.
This is not a call for every home to become a research project. It is a call for the sector to stop designing feedback out of the process. If developers, housing providers and planners want public confidence in net-zero housing, they need to show that it produces homes people can trust. An uncomfortable, confusing or poorly maintained low-carbon home will damage that trust, however strong the original design intent.
Net zero should therefore be understood as a place-quality agenda. Carbon is central, but it is not the whole story. The homes we build and retrofit must also be comfortable, healthy, usable, maintainable, resilient and connected to everyday life.
A net-zero home is not successful because it performs on paper. It is successful when it works as a place to live.
