GLA seeks developer partner for £3bn Royal Albert Dock development in London

Greater London Authority is searching for a developer with a bold mixed-use vision for the 12-hectare Royal Docks site in Newham [First deadline 28 August 2025]

Greater London Authority (GLA) is looking to procure a developer partner for a vibrant and sustainable neighbourhood at Royal Albert Dock with the objective of delivering a new mixed-use development.

 

The 12-hectare site in London Borough of Newham is valued at £3bn with its 400,000sqm of development potential on the dockside setting.

 

With a 20-year contract (December 2026 to 2046) the procurement process is being managed by Transport for London on behalf of the GLA. The successful candidate would deliver a place-led masterplan alongside the relevant infrastructure and funding to form a valuable place.

“Royal Albert Dock has the potential to be truly transformational for the Royal Docks and London,” says Mayor of London, Sadiq Khan. “As well as new homes and community, Royal Albert Dock will support a thriving new hub of entrepreneurship and innovation, playing a major role in the capital’s continuing economic success and growth eastwards,”

 

“Working with Newham Council, I am determined to bring the site back into use as part of my work to build a better, more prosperous London for all.”

 

From its history as a bustling shipping centre from the 1880s to 1980s, the space has seen redevelopment since its closure with the likes of London City Airport and a new beginning with the London Docklands Development Corporation. With a history of progressive thinking and thriving trade, the current and future regenerations hope to continue the Docks existence as a place to be. 

 

Interested parties must complete Procurement Specific Questionnaire using e-procurement platform SAP Ariba Business Network. Answers and case studies will be assessed, with the four highest ranking applicants advancing to the ISOS stage to outline initial project solutions.

As well as new homes people can afford, we’ll be opening up a broad array of jobs and opportunities reflecting the way we now need to live and work to secure a sustainable, inclusive and fairer Newham for present and future generations.”
