Lichfield District Council seeks market feedback on the delivery of a Leisure Investment Framework through a preliminary engagement process.

 

The council hopes to gain insight which will help them to explore the investment and delivery of leisure, health and wellbeing facilities including leisure centres, swimming pools, fitness facilities, outdoor recreation assets and related development opportunities. The future framework agreement would aid other public sector bodies in awarding contracts for leisure-based projects.

 

Information is sought on the potential structure and duration of any future framework covering leisure centres, swimming pools, fitness facilities and other outdoor recreation assets. This structure should be set out with an understanding of funding models and partnership approaches, including SMEs.

The council is interested in views on:

• Design, build, operate and/or finance models

• Joint venture, concession or partnership approaches

• Whole life asset management and decarbonisation

• Commercially sustainable and inclusive leisure provision

 

Participation is voluntary and will not confer any advantage or disadvantage in any future procurement procedure. 

 

Lichfield has recently seen the completion of Stychbrook Park into a multi-functional leisure facility, a major milestone in their 2050 strategy for expanding access to sport and health, which will be further aided by this potential framework.
