Council seeks architect, urban designer or transport consultants to create integrated place and movement plan for transport improvements [Deadline 24 April 2026]
Now that funding for phase 1 of a Movement and Place plan in the City of York has been confirmed, the council is seeking consultants to deliver a plan for its development.
The plan should consider priority areas for major new development and public realm investment and "how transport can be reshaped city-wide to significantly reduce through traffic".
Taking a place-led approach, schemes should create appealing places to linger and spend time. The council is hoping for a cohesive design from place to street with investment into transport infrastructure and the public realm.
In 2024, PJA set out a guide to explore what it means for York to adopt a Movement and Place plan to help promote a shift from motor vehicles to accessible and safe routes.
York centre already hosts a good level of pedestrianisation but opportunities for those with disabilities, strollers or of the older generation can struggle to manage with the lack of options on how to get around.
The plan should provide new routes and free up the roads for those that need them, whilst creating appealing places.
PJA set out 6 key themes that could be met by a Movement and Place framework, which meant investing in the public realm; making connection; deciding the right mix of traffic in the city centre; enabling active travel and public transport for all; defining a multi-modal network; delivering projects on the ground.
