Carmarthenshire County Council seek a consultant to assess the delivery and progress of the Ten Towns Programme.

 

The 2020 programme established ten rural market towns which would benefit from funding to sustain business, residents and visitors.

 

The consultant will measure the economic growth and update each town’s plan to reflect findings and support further development.

 

Three funds were established for the programme, covering the rural towns of Cross Hands; Cwmaman; Kidwelly; Laugharne; Llandeilo; Llandovery; Llanybydder; Newcastle Emlyn; St Clears and Whitland.

 

The first – the Capital Development Fund – provided up to £50,000 to re-develop underutilised spaces in town centres. By the close of the fund in July 2025, 130+ businesses benefited from the scheme.

 

To deliver heritage and culture rich events that would attract visitors and strengthen community spirit, the Ten Towns Event Fund provided the opportunity for new events to gain £4,000 in funding and £2,000 for existing events.

 

In 2024, the fund allowed Llandovery to host its first Heart of Wales Fringe Festival - brand new theatre productions, created by prominent Welsh writers and theatre makers made specifically for unexpected locations within the town centre.

 

Finally, the Centre Spaces Fund allowed for the creation, extension or improvement of local assets such as community and public spaces.
